The rectors of Kyrgyz and European Partner Universities visited University Zwickau from 21, January until 25 January 2019. The goal of the visit was to evaluate the state of the art of the project implementation in the last five months and plan the future activities. Since 2015 the consortium of seven Kyrgyz and three European universities are working on development of study programme in Biomedical Engineering and Health Care Management. Their joint efforts are directed towards the health system in Kyrgyzstan, which benefits from the new programme where approx. 120 students are currently enrolled.
The participants of the meeting were offered study visits to Hospital Heinrich-Braun-Klinikum Zwickau, Applied center for optical metrology and surface technology Fraunhofer - AZOM and biomedical laboratories of University Zwickau. It was aimed to familiarize with the health sector of Germany and to indtroduce them the methods of information management of hospitals and medical institutions in Germany.

Creating a Cloud Lab in the framework of the project / final report and conference / Project book / Dates
Acting Rector of the University of Applied Sciences (WHZ) Prof. Hui Fang Chao emphasized in her speech about the significance of the project, as it is one of the successful projects with good results. This was evidenced by the establishing of the biomedical laboratory at the base of the KSMA, which she personally visited in May 2018. She expressed her gratitude to Professor Frank Grimm, as well as to the project participants for their efforts.
Professor Frank Grimm, leader of the project (WHZ) introduced and spoke about his work in the project. He has been working in joint projects with Kyrgyzstan since 2004, and in the KyrMedu project since 2015. He also stressed the importance of the work of coordinators in this project. He presented the program of the seminar. In his presentation, he spoke about the status of the project, the creation of the Cloud Lab which was initiated by partner universities, to expand and maximize the use of the laboratory based on the KSMA, with the help of the rest of the universities partners will get access to the data in the labs at the KSMA. Students from the regions will not have to come to Bishkek. And, also acquainted with the list of equipment for the Cloud Lab.
He stressed the successful internships of Informatcs lecturers from IKSU and NSU at the University of Applied Sciences (WHZ), who as a result of their internships developed the labs in basics of programming for Kyrmedy study programme.
The internship portal, which was developed as a synergy of the Erasmus+ and DAAD projects between all partner universities, was presented as well. This is a platform developed by students and helps them to find a place of practice and work. The numbers of registered companies, students and open vacancies on the portal indicate its success.
Prof. Frank Grimm informed the partners that at the end of 2018, the KyrMedu consortium applied for credit mobilities in Erasmus +; if approved, all higher education partners are invited to use these opportunities. And this means internships for both teachers and students.
Since the project is coming to an end, he proposed to include the results of a survey of students and teachers to the final report.
The partners were reminded that work on the Moodle platform and the questionnaires should be continued in order to integrate the results for the final report and the project book.
About upcoming trainings:
Professor Frank Grimm took into account the request of the coordinators regarding the language barriers and agreed on providing an interpreter for the trainings in March at WHZ. He also announced the date of the final project conference for April 11-12, 2019 in the city of Talas. The choice of the venue for the final conference in Talas is motivated by the fact that the year 2019 is the year of development of regions in Kyrgyzstan. And since TSU has successfully implemented the objectives of the project, it was decided to highlight this region at the national level. The project ends April 14, 2019. The final report is to hand in until June 14, 2019. This is the hard deadline. The publication of the project booklet with its training programs for the public should also be ready by June 14, 2019.
Project coordinators of 7 partner universities reported on the work done for the period September 2018 to January 2019 in the form of a presentation. (Speakers: N. Omurov, (KSUCTA), M. Chynybaev, B. Koshoeva (KSTU), N. Karasheva (KSMA), A. Nuraliyeva (TalSU), Zh. Koomanova (IKSU), Dzh. Sarykbaeva (OSU), E. Baibagyshov (NSU).
It was reported that a total of 129 students were enrolled in 6 universities. During the reporting period, teachers from 7 universities participated at didactic trainings. The trainer Stefan Müller (WHZ), conducted in at TSU in August 2018, 27 teachers have participated. Training on the basis of KSTU on Moodle was conducted by the trainer A. Abduvapov (KSUCTA, Kyrgyzstan) in September 2018 for total of 15 teachers. Round table on the basis of the KSMA was held on the topic “Information systems in the field of health care” in November 2018, 23 people participated. An agreement with KSUCTA has been concluded on the shared using of medical laboratory of the KSMA and a schedule for the 2018-2019 academic year for training. A server for 3.500 Euro was purchased in KSUCTA for the E-learning Platform. KSTU was assigned to coordinate the uploading the content. According to the KSTU, 60% of teaching materials is uploaded.
Further, it was reported that KSTU enrolled first students in 2018-2019 academic year. 11 students have been enrolled. An additional agreement was concluded between KSTU and KSMA for the 2 semester of the 2018-2019 academic year on the use of biomedical laboratories on practical classes. KSTU sugned futher agreements with stakeholders such as Ministry of Health of the Kyrgyz Republic, the Department of Medicinal Products and Medical Equipment, the National Hospital of the Kyrgyz Republic, the National Center for Cardiology and Therapy named after Mirakhimov, Kyrgyzstan Medtechnik LLC. The guest lectures have been offered for Osh State University between October 8 and 11, 2018. KSTU participated at Medexpo 2018 in September in the city of Osh. A Tele-teaching laboratory was installed at KSTU. There were 4 winter school in Talas, 21 participants from 10 schools.
At the meeting of coordinators in Zwickau, Germany, it was decided to allocate the responsibilities for the disciplines among universities for development and management of the content of the courses. Since the server was purchased in the month of September 2018, downloading of information continues to this day.
Professor Anke Häber talked on the topic “Information Management in Health Care”. She supported and developed the curriculum, therefor is familiar with the project. She spoke briefly about herself and how the curriculum is being implemented and works in Germany, training materials that are available on-line also for students of Kyrgyzstan. The main focus in the study of computer science is made on medicine and terminology, information systems in health care, medical documentation, image and signal collection and processing, biometrics and epidemiology, knowledge-based systems, a health project as an independent course of study health informatics health sciences, economics health, medical systems, e-health. The participants asked what the term is called for the profession of graduates of this direction. In Kyrgyzstan, it is difficult to recruit these professionals, since there is no definite position. To which the professor replied that they are all employees of the IT department. The requirements for the job position are defined at the open vacanies which the graduate or an employee must possess.
The online form for filling out the final report for the Erasmus+ office was presented and discussed. It was agreed to set dates for meetings and elaborate the parts of final report by project coordinators. The coordinators were offered Skype meetings every two weeks until the end of the project. The dates of the meetings and the method of further work on the report were approved by a joint decision.
The financial management was briefly discussed and the budget for each university project participant was presented. The rest of the budget for universities shall be used until 14.04.2019. During the period of the project for the transfer of payment for wages, other expenses, the bank withheld 28 Euros for each transfer. Payment of travel and travel expenses do not include payments for insurance.
The content / objectives of the booklet was also discussed to approve by the project partners. The booklet is composed by five topics and for the elaboration of them, contribution of the European and Kyrgyz project partners is required. (Assessment / assessment of the task)
It was proposed to arrange the booklet as an appendix, a brief description of the modules, i.e., item 3 of the booklet in the summary. A translation into Russian is also required for qualification frameworks and further use by students, universities, ministries.
The target group is necessary for the booklet. If for the EU, a final report will suffice. That booklet can be issued for teachers and students in Russian, for universities of the regions of Kyrgyzstan in the Kyrgyz language, but this question depends on the budget. In this case, the booklet can be used for both high school graduates and accreditation agencies.
The proposition to create forms for filling the final report (leading questions) was accepted.
It was argued that the sustainability of the project depends on the number of incoming students, so the booklet can serve as information for high school graduates. It will be possible to include an additional description / curriculum / discipline not as an appendix, but as the main part. What professional opportunities and skills the student will receive at the end of the bachelor's studies is really important to present.
The information for employers with a description of the qualifications and competencies of the graduate is very important therefor must be included too. It is possible to prepare material on one info page for students, and on another info page for employers.
Further, the questionnaire on the seminar of June 2018 was discussed. Unfortunately only few lecturers elaborated the quations of the survey. The output of the seminar was to plan and develop lab instructions for KyrMedu study programme.
The project coordinators were asked to allocate the courses between universities and define tasks for developing the lab instructions. It was argued that the lecturers need to adapt the contents and didactics of the lab instruchtion according to their own teaching plan. The partners should not work on templates for lab instructions, the lecturer should be free on elaborating and implementing the labs. Conclusion is: There will be lab instructions as guidlines and basis for individual implementation. Universities set up teams for elaborating the labs but the output is to digest by the lecturer individually.
The questionnaire for students is developed. The goal is to evaluate the quality of study programme by the students and to draw conclusions for improvement and change. The quationare was discussed by project coordinators and agreed on. The survey wil be open to participate until 28.02.19.
